The civil aviation inspection services of each Member State within the European Community are only able to inspect aircraft belonging to airlines operating flights to and from Community airports. Given the random nature of these inspections, it is impossible to check every aircraft entering and leaving each Community airport. Therefore, an airline not being included on the Community list does not automatically mean that airline meets the applicable safety standards. When an air carrier on the Community list believes that it complies with the terms and conditions stipulated in the relevant international safety standards and uses the required technical components, the carrier may request that the Commission initiate a procedure to remove it from the list. Every effort has been made to verify the precise identity of all air carriers on the Community list, in particular by including the specific (and unique) ICAO-assigned letter codes for each airline, the country in which the certificate was issued, and the number of the air operator certificate (or operating license). Nonetheless, complete control is not always possible due to a lack of data from some airlines that may be operating on the fringes of, or completely outside the recognised international aviation regime. Therefore, the possibility that there are companies operating in good faith under the same trade name as an airline included on the Community list cannot be excluded.
